I’d recommend the National Arbor Foundation. I believe they are non-profit, so this would also help their cause of reforestation.

maybe instead of a small tree to give them about some small seeds to plant in a starter kit and than when it is warm enough they can plant it in their yard.

Try working with a garden center in your area The manager should be able to get you a good price on a bulk order. The trees could be quite small, and needn’t be terribly expensive.. Your city might be happy to allow the trees to be planted near a lake or something on city property. They might even provide the labor to have it done if you donate the trees. This is a lovely, ecological idea. Think globally, act locally!

Get on the internet and have them shipped right to your door. You will find plenty of growers in Calif., Fla., Louisiana, and Hawaii! You can get liners(small seedlings) for 1-2 dollars each.
